On the May 18th, 2010, the Student Union of China University of Political Science and Law organized the Sixth stage of Constitutionalism Lecture in the Academic Reporting Room. Main speaker Professor Dingjian Cai delivered a speech entitled Reform of Fiscal Budget and Public Engagement. Professor Bing He and Shuzhong Li were commentators.
Professor Cai began his speech with the declaration of the capitalist class in the 18 century, “there will be no tax without representative system” and presented the question “why governmental budget is such important” ? Professor Cai gave his own answer. On the one hand, constitutional politics meant limited power that can realize only through confining the expenditure of government; on the other hand, the validity of governmental expenditure was based on the permission of taxpayer and the final beneficiaries should be the people instead of government itself.
Professor He admired the attitude of Professor Cai to pay great attention to practical issues in society and hoped aroused the concerns of students with the shocking statistics. He reminded us that only the real issue had the academic value and supported to open the fiscal budget of government.
