At 7 p.m. of December 5th, the branch Committee of the Communist Youth League and Student Union commonly organized the second stage of the Chat Show in the academic reporting room and invited Professor Huaide Ma, vice president of CUPL and Jun Fang the officer of the office of Legislative Affairs under the State Council to deliver a lecture.
Professor Ma pointed out the difficulties are the natural consequence of the actual situation that administrative institutions established and added their branches without serious warranty and scientific demonstration as well as abused their power lack of supporting statutes and regulations. Officer Fang added that it’s hard to explain the obstacles to put forward the Administrative Mandatory Law in profound level without completely understanding the actual relations between law and politics in China. He believed that political background and influence are crucial for legal issues. Therefore the legislative and enforcing power of Administrative Mandatory Law is the basis to discuss the problems faced us to work out the law. At the end of the Chat Show, the two elders patiently answered students’ questions about the legal warranties to enforce administrative mandatory in emergency, the nature of reeducation through labor and the relation between court and administrative sectors in China.
