Professor Jiao Hongchang of the Law School was invited to give a high-end academic lecture at the Chinese University of Hong Kong.

On the afternoon of 27th October, Professor Jiao Hongchang of the Institute of Constitutional Law of the Academy was invited by the Faculty of Law of the Chinese University of Hong Kong to hold a high-end public academic lecture for the doctoral students, master's degree students and some teachers of the Institute of Asia-Pacific Studies (IAPS), presided over by Professor Xi Chao, Vice Dean of the Faculty of Law.

As the director of the Hong Kong, Macao and Taiwan Law Research Centre of the China University of Political Science and Law, Mr. Jiao gave a systematic explanation on the topic of ‘Constitutional Arrangements for the Entry into a State of Emergency in the Hong Kong Special Administrative Region’ from the three dimensions of normative basis, institutional principles and judicial interpretations, in which he considered that the subject, authority, procedures, criteria, duration and effect of entering a state of emergency in Hong Kong are derived from the coherent interpretation of the Constitution, the Basic Law, the National Security Law and other normative documents. He believed that the issues of the subject, authority, procedure, criteria, duration and effect of Hong Kong's entry into a state of emergency stemmed from the coherent interpretation of the Constitution, the Basic Law, the National Security Law and other normative documents, and that only by balancing the relationship between national sovereignty and a high degree of autonomy, the right to emergency control and the right to freedom of the residents, and the relationship between originalist and coherent interpretations, could we build up a systematic, comprehensive, scientifically standardised and operationally effective constitutional mechanism to strengthen the rule of law safeguards for the entry into a state of emergency in the Special Administrative Region. After the lecture, the participants had a Q&A discussion on the statute of limitations of the original state of emergency laws in Hong Kong and the emergency powers of the Chief Executive of the Special Administrative Region. People said that Mr Jiao's lecture was of high standing and deep thinking, with a sense of family and nationalism, and intelligently cracked some urgent and difficult issues.

It is learnt that the School of Law of the China University of Political Science and Law and the School of Law of the Chinese University of Hong Kong have a dual master's degree joint cultivation programme, which is in regular operation. This lecture will promote the study of Hong Kong Basic Law and the exchanges between teachers and students of the two schools.
